Under general direction, is responsible for planning, directing, and coordinating all road and related maintenance activities within the county highway system; performs other related duties as required.


Plans, organizes, schedules, supervises, and monitors the work of maintenance personnel engaged in the maintenance, repair, construction, and operations of county highways, bridges, drainage systems, signs, and related areas;

Coordinates, schedules, and oversees all activities in area of assignment to assure that work is performed efficiently and according to appropriate guidelines, procedures, and regulations;

Oversees the dispatching of highway maintenance workers, trucks, and equipment to job sites, and assigns work projects to supervisors;

Oversees the coordination of the snow and ice removal from the County highway system;

Assists in development and implementation of departmental policies and procedures;

Oversees the maintenance of records, prepares reports as required;

Responds to inquiries and addresses complaints from the public in a timely manner;

Calculates material, supply, and equipment needs for assigned operations and prepares corresponding purchase orders;

Negotiates the acquisition of right-of-way and work agreements;

Evaluates personnel performance; initiates disciplinary actions as necessary; receives and attempts to resolve grievances in accordance with departmental procedures; interviews job applicants for positions under direct supervision and prepares recommendations for consideration of the appointing authority, supervises in the training of new personnel; approves leave requests;


Thorough knowledge of materials, methods, techniques, tools, and equipment applicable to road and storm drainage installation and maintenance;

Knowledge of supervisory principles and practices;

Ability to prioritize, schedule, organize, and supervise assigned operations to assure timely and cost effective completion;

Ability to set work priorities and direct, guide, motivate, and evaluate the work of subordinates;

Ability to read and estimate quantities and perform mathematical functions;

Ability to develop and maintain effective working relationships with associates and the general public;

Ability to communicate oral and written instructions.


Employee is on call 24/7 including weekends and holidays; subject to call-in at all times and in emergency situations; may be exposed to, or come in contact with: asphalt, chemicals and solvents, concrete, construction equipment, dirt, dust, exhaust fumes, fuels, grease, herbicides, ivy, paints, vegetation, and other construction materials; works in adverse and inclement weather conditions; works in moving traffic, may require walking or standing on hard or uneven surfaces for extended periods of time; may involve stooping, bending, crawling, and working in strained positions.


Any combination of training and work experience which indicates possession of the skills, knowledge, and abilities listed above.  An example of an acceptable qualification for the position is:

High School Diploma or equivalent and five years experience supervising highway construction and/or maintenance workers.

Possession of a valid State of Ohio Driver's License and vehicularly insurable according to the requirements of Medina County.  A Class B Commercial Driver's license is preferred.
