OPERATIONS ENGINEER

JOB RESPONSIBILITY

Under general direction, is responsible for overseeing the County bridge program and assisting the Highway Maintenance Superintendent with planning, designing, and coordinating all road and related maintenance activities within the county highway system; performs other related duties as required.

ILLUSTRATIVE DUTIES

Applies engineering principles and criteria for project designs;

Performs structural, hydrological, and hydraulic calculations for the design of bridge and culvert projects;

Produces bridge, culvert, and drainage design plans, specifications, estimated quantities, and cost estimates;

Prepares contract documents, conducts bid openings, administers contracts, and processes and negotiates change orders;

Perform force account estimates;

Negotiates the acquisition of right-of-way and work agreements;

Calculates material, supply, and equipment needs for assigned operations and prepares corresponding purchase orders;

Responds to inquiries and addresses complaints from the public in a timely manner;

Oversees the maintenance of records, prepares reports as required;

Assists in development and implementation of departmental policies and procedures;

Evaluates personnel performance; initiates disciplinary actions as necessary; interviews job applicants for positions under direct supervision and prepares recommendations for consideration of the appointing authority, supervises in the training of new personnel; approves leave requests.

Preferred candidates will have experience in managing bridge inspection and maintenance activities; experience with the application of ODOT Bridge Inspection Manual and the Bridge Design Manual; experience with the ODOT Structures Management System; experience with load-rating structures; experience in preparing plans, specifications, estimated quantities, and cost estimates for various structure types; completed ODOT Level 1 and 2 Bridge Inspection training; Professional Engineer in the State of Ohio.

NECESSARY SKILLS, KNOWLEDGE, ABILITIES

Ability to produce bridge and culvert plans and specifications;

Ability to administer contracts;

Ability to be the County Bridge Program Manager;

Ability to prioritize, schedule, organize, and supervise assigned operations to assure timely and cost effective completion;

Ability to develop and maintain effective working relationships with associates and the general public;

Ability to communicate oral and written instructions.

WORKING CONDITIONS

Employee may be exposed to, or come in contact with: asphalt, chemicals and solvents, concrete, construction equipment, dirt, dust, exhaust fumes, fuels, grease, herbicides, ivy, paints, vegetation, and other construction materials; works in adverse and inclement weather conditions; works in moving traffic, may require walking or standing on hard or uneven surfaces for extended periods of time; may involve stooping, bending, crawling, and working in strained positions, may be seated in an office for extended periods.

QUALIFICATIONS DESIRABLE FOR EMPLOYMENT

Any combination of training and work experience which indicates possession of the skills, knowledge, and abilities listed above.  An example of an acceptable qualification for the position is:

Possession of a B.S. degree in Civil Engineering, registration as a Professional Engineer by the State of Ohio, five years experience in bridge design, and five years experience in public works.

Possession of a valid State of Ohio Driver's License and vehicularly insurable according to the requirements of Medina County.
